Whether your lender is requiring a Phase 1 report or even if you are paying cash for a property, it would be prudent to have an Environmental Professional conduct a Phase 1 Environmental Assessment in order to identify any known or significantly potential environmental liabilities that could be affecting the true value of the property. NEPA, which stands for National Environmental Policy Act, is a preliminary report that reviews endangered species, historical sites, and other resources that could be potentially impacted from a proposed construction or development project.
